Made repairs without a written quote

I went to Jaguar to get the latch door that covers my gas cap repaired and to have a previous leak repaired which was still under warranty from a former visit. After two days I had to call them to see what was going on. At that time they informed me that the leak was not repaired yet, but it would be covered at no charge, and I would have to pay them over $500.00 for the gas cap repair which they had already done. They never called me with a quote or sent me a written quote of the estimated cost of the cap cover. When I told them that I didn't want to pay the amount, they said I would have to pay them or not get my car. I spoke to everyone there including the manager. He told me that I could not get my car back until I paid them and he would lower the cost to $495.44. I explained to him that I was never given a written quote or call concerning the cost and I feel we should negotiate the price to a reasonable amount. Gus said there is no way they were lowering the price and I told him I would use my American Express card to pay and dispute it later. He then said "you must pay with cash in order to get your car". I told him that he can't discriminate payment methods and I went to pick my car up. I have paid my American Express bill and have filed a dispute. I have not heard the results of the claim as of yet, however I want there practices to be known, as to how much they charge for minor repairs and how they do not give written quotes explaining the details and cost before doing their repairs.
