Non issue of second cylinder

I've requested minute tube on 07 may. But neither they're giving me a serial no. Or they've issued me the 2nd tube. I suppose they're trying to complete some adjustment and there's absolutely nil openness.

Friend, with one-cylinder it's very difficult to handle you may already know.
