Purchased tires with 45,000 mile warranty. After 13,000 miles, needed new ones. Walmart would not pro rate to honor warranty Salem

I had to purchase tires last evening. I bought the same that I had purchased before. (a 45,000 mile warranty) The old one had less than 13,000 miles, but Walmart would not pro rate. Also what is a Ohio tire fee? This was added to my bill!!!
