Mr. Wallis have got from me 9000 dollars, but does not send me my goods

On April I'm bought a testing equipment from jbwindustries through ebay, item# 5670102895. And I send the money 8920 dollars to mr. James Wallis in Carle place for two sets of equipment. But mr. Wallis sended to me only one set for 3400 dollars by invoice. And when I asked he about return rest amount of my money to back he just blocked my e-mail address and does not answerred on phone calls. I'm a normal man, and I don't want to make the agreement with US lowyers for claim this funds or to make the criminal records for mr. Wallis, because in this case it will be more spends and lost of more than some thousand dollars for clean the reputation.
