Ripoff extended warranty insurance on my van Internet

I have this extended warranty coverage on my van, I notice a few months ago, I turned in a claim for a "locked out Ticket" and I was never reinbursed, so I started to call the office they kept giving me the run around they wer under a new converion and as soon as it was over they would reinburse me, I never heard anything until now I call their 1 800 441-6004 and the phone is disconnected and I see on the web that this company went down also. I was paying $ 63.00 a month for over 1 1/2 and never got any notice that this company went bad.
Please assist me in what my rights are to get reinbusred for this plan and how to file a claim.
