Ripoff running credit report without me applying for a loan

I received a letter today from RoadLoans saying I had been turned down for a car loan. The reasons were valid, but my question is, who the hell gave them permission to run my report and how'd they get my info? I am not in the market for a car and I don't need idiots running my report needlessly for kicks and affecting my score when I've been working on rebuilding it for the past 7 years. Who can we honestly complain to & get help for something like this? The Better Business Bureau?
