Ripoff on insurance claims

My car was hit by a customer that was covered by esurance. That was a week ago on 09/27
My car was parked when it was hit. The looser that hit it will not call esurane. A very rude man named Randall out of their Tampa office told me that no matter if there are witness's that they will never pay my claim until they talk to their insured. Well I havre not had a car for a week and I have two people that saw this guy hit my car while it was in the parking lot. The car is not safe to drive what do I do?
