Ripoff a little scratch less than an inch charged over $400.00 dollars

On the return of the rental car the attendant noticed a small scratch on the front bumper. This ended up costing me over $400.00 dollars. How many times does Enterprise get paid for the same bumper? I was ripped-off. My deductable on my insurance was $500.00. This smells of 0 scam. Is Enterprise in the car rental business or do they make more money with this type of scam?
