Dishonest, illgal, towing ripoff

I had parked my car on Virginia Ave near the University of Ky, I pulled into a lot facing the street next to a construction site. There was no no parking or any other sign that I could see.

When I came back in 40 minutes my car was gone. When I finally located it they said I would have to pay 95.00 by cash or credit card or I couldn't get my car, and wouldn't even talk to me about the circumstances.
When I went back to take a photo of the lot they had put up a sign in the meantime, so they knew there was no sign!
