Ripoff i ordered diamond cut rims and payed for them but they sent meregular spoke rims that was cheaper and kept the rest of my money

I bought some rims from express performance. They said that they had diamond cut rims for $289 shipping and handling and accesories included. They checked to see if they had some, they told me they did. I sent them the money through westernunion. A week went by i called they kept giving me the run around they said they had to order them, cause the one they checked had a defect.

I called back within a week no rims. I talk to a guy name sam and a guy name tony. They said it was on order. Ok time went now its 2 months no rims then they said they had regular spoke rims. I said thats not what i ordered. They said they are waiting on them to come in. I said send me all my money if they didnt have what i ordered. Sam its a 20% cancellation fee. I said but you do not have what i ordered, he said it is still a 20% cancallation fee. I said i want the diamond cut spoke rims, he said it will be in soon remind you its already 2 and half months. They sent the regular spokes any way that was cheaper than the ones i ordered, and had to pay shipping and handling about $400 and had to buy accesories about $350.
