Penske ripoff rental truck with suspended plates and no taillight

I reserved the a truck through Penske's web.
The web shows me the closest local agency, then
I picked up the truck.in fact, the truck is not Penske truck enen though I booked the truck
through Penske web. I didn't pay much attention to the isssue, however this tuck gave me trouble, I was stopped by a police officer while I am driving, he told me the truck plate is suspended and the taillight is gone. He issued a ticket to me because I am the person who is operating the truck.

I called Penske about the issue, they says that the agency only can rent Penske truck for one way moving not local moving. However, my internet reseration clearly indicate it is a local moving, and told me the agency address.

The issues are
1) Why Penske points a customer to a place which that they can not control and no such kind of service.
2) the truck rental company violate the law and rent a truck with suspended plate to a customer.
