Ripoff did unauthorized repairs

I took my Chevy Blazer n because it seemed as if it was getting poor gas mileage. I was told by Jim the owner it would cost me $100 for a diagnostic check. I agreed to pay the $100 to find out what was wrong with my car.

A couple of days past so I called Nortown Auto and they told me to come in and that I could pick up the car. I was given a bill for $1700, I was fuming, I had never requested the car be fixed, I had only asked for a diagnostic check. I told Jim I was willing to pay him $500 and he should have given me an estimate before fixing the car. This is a1994 Blazer with a lot of miles on it, it'is probably worth only about $500.

I would have never authorized the repairs. The car was running when I brought it in. I am still to this day without my vehicle, Jim refuses to return it and is unwilling to charge me what he agreed to charge $100.

At this point, I want my car back and I don't think I should even have to pay the hundred dollars since he caused me to be without a car for over two months. I have contacted the states attorney office, the better business bureau, and other legal remidies but have been unable to get my car back. As I see it, I was Ripped-Off
