Warranty repair refusal, ripoff

I have a GMC Envoy under warranty on which the driver's side seat belt will not always pull out to be fastened. Sometimes it works, and sometimes you cannot use it. The GM dealership and the GM customer service dept. Will not repair it unless it is not working when taken in for repair. It has to be malfunctioning when taken to the dealer or they will not cover it under warranty. This means having to drive the vehicle without wearing the seatbelt, which is unsafe and against the law.

I have told them that since they refuse to make repairs, that they are obviously liable if anyone is injured as a result of their defective safety devise, but they stand by their policy. As far as any further complaint that I have, all they would do was to give me the address of the CEO of General Motors.
