UPS claims 6:00 PM delivery of fresh flowers outdoors at a school in January is good enough service - UPS Ground

I ordered flowers from 1-800-FLOWERS to be delivered to my wife at a public school in Gaithersburg, MD today (January 31). I tracked them on the UPS web site. They left the local center which is 3-4 miles from school at 7:00 AM today. All day long, no call from the wife saying the flowers arrived. I asked when she got home. "How were the flowers?" she answered "What flowers?". I just got off the chat line with UPS. They said they left them in "a storage bin" outside the school at 6:00 PM. I was shocked. It's 29 degrees here now at 9:00 PM. I asked "are you telling me that UPS isn't smart enough to conclude fresh flowers to a public school should be delivered before the end of the school day?" He proceeded to tell me that they had no knowledge of the contents nor did they tell the driver to deliver at any particular time. I observed that they picked this up from 1-800-FLOWERS and the box says 1-800-FLOWERS all over it. The address label has the school name. Could the king of package services not put 2 and 2 together to conclude this needed an ever so slight adjustment to the plan? He essentially said they did their job and I should contact 1-800-FLOWERS if I didn't think they had. I saved the chat transcript. It'll be good for a laugh... One day.

I guess you know what I think "brown" did on me today!
