Then he offers to "fix it" for $180.00 and retest for another 59.50 (plus certificate and tax)

Everything about this place is illegal. He should be shut down.

I took the car the next day to another place in Fremont. $30 total and the car passed.

All I can say is read reviews before you take your car anywhere, it could save you time and money.
