Ripoff charges for work not done and refuses to refund money when caught

I took my 1993 Honda Civic Del Sol to Hughes Honda on 1 Nov and requested that they; change the oil, check the tire pressure, check why the brake light was staying lit, check the CV joints, and provide a quote for any repairs needed and also a replacement antenna.
I picked it up the same day and they gave me a list showing that they had determined that the brake light was staying lit because the front brake pads needed replaced, that they inspected the CV Boots and both drive shafts needed replaced and charged me $59.47 for labor, parts and sales tax involved in the oil change and diagnostics. I told them that I would discuss it with my husband to determine what if anything we would do ourselves and what we would bring it back in for them to do.

We decided to change the brake pads ourselves and return for the CV work. HOWEVER, after removing all four tires which still looked low on air we discovered that all of the brake pads were no less than 25% worn.in fact the back passenger side had a frozen caliper which we replaced ourselves. We then checked the tire pressure and all 4 tires were well below the recommended PSI and one of them was 15 under!

At this point we're suspicious of the oil change so we checked the oil which looked filthy! I returned to Hughes Honda on 8 Nov and explained to the gentleman at the desk whose name I didn't get that I wanted a refund because the work I requested and paid for was not done. He informed me that there was no way that it was not done. I took him out to my vehicle and showed him on a white paper towel just how filthy the oil was and told him that I personally had aired up the tires and I had also helped my husband with the brake pads and he said that because of the miles on my car there was "residual" in the oil and did I look on the back of the brake pads? I told him I wanted my money back and he said he'd have to get the service manager who was not available so he took my number and asked if I could bring my vehicle back for Mr Wellborn (not sure of spelling) to check and at that point I told him he can check all he wants I want my money back.

Mr Wellborn called me and he insisted that there was no way I would have been charged if the work hadn't been done and that they aren't in the business of saying someone needs parts if they don't and how does he know that I don't need new brake pads so I asked him if they're in the habit of checking tire pressure and not putting air in them if needed. At that point I asked who his boss was and he said that would be the General Manager, Chuck Tyler so I asked to speak to him, he was not available so I left my number.

That evening my son took a message from a Jennifer at Hughes requesting that I call her. I called her this morning about 8:30 and was told she doesn't come in until 10:00 so I left my number. At 10:30 I called her and she was doing a customer service satisfaction survey! I told her that I was certainly not satisfied and I was waiting for her General Manager to call me and tell me when I could pick up my $59.47! She put me on hold for several minutes and of course Mr Tyler was once again "unavailable" and asked if she could take my number and have him call me. I told her that he already had my number and that she could just let him know that I'm still waiting to find out when to pick up my $59.47! As of 5:30 tonight I still haven't heard from Mr Tyler and I still don't have my $59.47!
