No ASCAP license

Hi, I recently visited a personal membership in Mount Airy, NC called OTISIS that used to become B52s on N. Andy Griffith Parkway. They've a DJ in addition to Karakoe & Freestyle performing. I paid $5 to be always a participant in addition to $5 address everytime I visit there. I had been educated the dog owner has not compensated his ASCAP costs & does not believe he's to. This is not reasonable since other dance clubs & Cafes have experienced to pay for the charge. Can this be investigated please. He also offers rings planned to do. I have been educated that workers from additional cafes around do not have to pay for the account charge or cover cost in addition to obtaining their beverages at no cost. Is not that illegal additionally? I truly believed exclusive groups could not allow only anybody in with no account.in addition to not spending their costs to perform audio.
