Take-out tax for McDonalds?

This is not mistaking the sales tax with take out tax, but an actual 10% extra tax.

I go shop at this McDonald about once a month, and just notice this odd thing yesterday - they start charging 10% eat-out tax AFTER 10% sales tax:

I bought a 2.99 happy meal, adding 10% sales tax is usually 3.28, but now it becomes 3.57 because they are adding another 10% on top of sales tax.

I am visiting another one today and we will see if it is a new thingy with all the McDonalds or just this one.
