Claims I owe an amount from a payday loan - I've never taken out one.internet

Acs inc. Has been hounding me by phone calls for more than 3 years, stating the claim that i owe for a payday loan (which i never took out). The caller is usually the same person identifying himself by a different name each call - he even referred to himself as officer john peterson (the caller has a heavy asian accent). When i asked about the details of said loan, they would not give them to me, but would send an email detailing them-i never received such an email. The caller has threatend me with jail and dire consequences if i did not pay. I did not take these calls as serious as the nature of them has been laughable. If they had been serious about prosecuting me, why has it been going on for over 3 years? I received my first email from them recently stating that i must call with debit card info within 48 hrs or my case would be downloaded into a lawsuit against me.
