Father With Autism Told Zero Interest, Now Charged 24.99% Finance Fee

My father had eye surgery. He was told by his doctor's nurse, who speaks Spanish that he had to pay $5000 for the surgery because medicare didn't pay, because he needed it she offered him to get a interest free loan for the duration of the loan until his $5000.00 were paid.
