Ripoff dishonest fraudulent debit of my checking account with no honest intentions on sending me a credit card

This fraudulant company told me that I would recieve a credit card with a $2,000.00 limit all I had to do was pay a one time membership fee of $249.00. They debited this money out of my checking account. But I have not recieved my card or any papers. The phone number they gave me is always busy and you cannot ever get through to anyone. The other number they gave me never rings it just goes to a dial tone.
