Funds taken from my checking account. Rip-off!

I was promised a guaranteed visa card from chase for $8,000.00 credit limit. They said I would pay a 199.95 processing fee and that it would be refunded after I activate my card. They said that it would take 25 days to process. They withdrew money on August 27 and I yet to see a card as of 9/17/04. Everytime I call them, they get rude and hang up the phone. They keep coming up with excuse after excuse. I would like to personally sue this company for all the inconvenience.
