Ripoff will not send or is delaying an overpayment credit check

I have not been able to get a refund check for an over payment I made to MBNA. I have received other correspondence from MNBA since requesting the check, including a statement that indicates a zero balance and no longer indicates a credit balance of $51.
It is a small amount of money but it is the principal. Refusal to send a refund check or the practice of delaying the mailing of the check must translate into millions of dollars for MBNA— it is basically no different than what a pick pocket would do. I imagine many people would forget about it and not continue to ask MBNA for the refund.
I also wanted to point out that it appears MBNA has a staff that monitors and responds to the complaints registered to this and other sites I have looked at. Although the responders do not identify themselves as MBNA employees. It seems like a clever thing to do MBNA. But it is very transparent... It makes you look silly.
If I do end up receiving a refund check from MBNA I will post the information in this site. I will include the amount of time it took me to receive the check. To those of you with bigger issues with MBNA (or other credit cards exercising unfair practices) I would suggest registering your complaint with the Attorney General (especially with credit companies that operate in CA).
