Overcharge on a Homeowners Policy

I purchased a homeowners policy on the Progressive website, which was quoted to me with a $796 annual premium. I was immediately charged $1015 and called customer service to dispute the overcharge. I was told that the $219 would be refunded to my account, which I accepted. After waiting the required 15 days and seeing no refund posted, I called once again (3rd phone call). I was told that a refund had been made on July 6th (that would be exactly 15 days no?), however no refund appeared on my account and Discover (cc company) also had no record of a refund being made.

Needless to say, I cancelled my insurance policy completely with this company, as I have lost all faith in this company. I have disputed the entire charge with Discover and am now waiting to see if this was just a computer glitch or downright fraud... I'll post any resolution once it occurs.
