Trouble to get claim reimbursement

I purchase one year warranty from this company. The gas furnace in my home had a breakdown when the policy was effective. I filed a claim and the company assigned a service call. After the repair, I emailed the two bills which I paid to the service man directly
This happened on November. On December the claim department emailed me a form to sign to acknowledge that I will be reimbursed by one of the bill with the amount of $180. I signed form and fax it to them and they acknowledged they received. However, so far, on Feb 29 I am still waiting for the refund. During this time, I made many calls and sent emails to the billing department, I can never talk to someone there, only thing I got after each call was to leave a message. My policy was expired on Dec 29 last year. I think this might be the reson that the company is unwilling to refund the claim unless I renew the policy which I don't want to do it because my disappoitment.
