They sell you a service that doesn't work and say there is nothing they can do

AT&T refuses to waive the cancellation fee on my cellphone after I found out that I have no reception at home. Have talked to cancellation dept and customer service. Will file a claim in Small Claims Court next. How can they sell you a service that doesn't work and say there is nothing they can do.
