Refuses to remove disputed amount from account and continues to add late fees on stated amount

Last year ordered merchandise. Never received order. Chartway gave credit, merchant gave credit. I asked if both credits would be removed, was assured both would be. One remained on the statement with finance charges added each month. Each time i call or write i am assured that it will be corrected. A few days ago, my statement said it was due on the 9th of may. I waited. Got another notice stating last finance charge was removed but not the original credit! My account should be 0$.
