Mother's $7,000 Tax Payment to City vs Actual Tax Bill

My elderly mother has a second mortgage with this company. She had several run-ins with representatives on the phone. She finally gave me the authority to deal with the company.
The taxes on the property were delinquent for 2002 & 2003. In April my mother received correspondence that Citifinancial had issued a check to the City of Phila. for over $7,000 and wanted her to make an agreement to pay that amount. I immediately phoned and confirmed this information. I asked the representative if she could send me the documentation or bill from the City of Phila. (I knew the amount was incorrect). I was told that they did not keep this information after the payment was sent. At that point, I informed the rep that the delinquent taxes were not that amount and that I did not understand how the company could send a check without a bill.
Fortunately, I called the tax unit of the City of Phila. and was told that the amount was approx $2000, not the $7000 that Citifinancial wanted to rip my mother off for. Subsequently, I made an agreement with the City of Phila. to pay the taxes and have honored it. By the way, I received a phone call much later saying that the check was returned because the amount was incorrect.
