Beth Faro Interstate Bankers Casualty Refuses to Pay Claim where their insured was clearly at fault!

An insured (?) motorist name Rey Reinante rear-ended our car when we were stopped in traffic. There was a car stopped in front of us, and we were stopped as well. Rey rear-ended our car and was given a citation by the police. He admitted verbally - to us and the police - that he was responsible for the accident. We got all the police reports, etc., and, like good citizens, got two quotes to have the car repaired. The quotes were for $2800 and $2300. We took the car to the place that quoted us $2300 to fix it and waited for Rey's insurance company to send the check for $2300 to the auto repair company. The insurance company is Interstate Bankers Casualty company. 4 weeks later, we got a letter from Interstate saying that they would only pay $1000 instead of the $2300 (which was the low quote). How can this be? I then called Interstate asking why they would only pay 45% of the damages, when their insured was admittedly at fault.
