Ripoff... Got me for $179.80 before I noticed it

I noticed a strange charge on my (Debit) Bank Account on 8/2/04. I called and learned it was CIC Credit Monitoring.
I called CIC Credit Monitoring and was on hold for 45 minutes before I spoke with a human being. When i did get someone on the phone (Lane # 6993) I explained that I had no idea who they were and had never authorized them to debit any account.
Lane then informed me that she would refund $74.80 of the $79.95 they took (all that their system would allow them to refund). I said that was unacceptable. She then informed me I had an account with them since July. I researched my bank records and tada there it was $79.95 in July.
In addition to that they have been charging $ 9.95 to my account as well. Both $79.95 and $9.95 appear twice for a total of $179.80.
In order for a refund you have to Fax, and I quote, " Police report, bank statements, copy of your photo ID, SSN, CC# etc." of course I refused to supply them this information. I then asked for the number to the Customer/Consumer Relations Department and they refused to give it out.
This department is supposed to investigate and issue the difference in the amount that Lane (#6993) could not.
The first refund is said to be issued in 7 to 10 business fdays from today.
I never agreed to any debit agreement
