Is a scam credit card ripoff

I was contacted by this credit card scam company by phone in late May, which I was told that I would received a credit card with a $2,000.00 limit within 10 to 25 days after writing a post-dated for $249.00 over the phone. After 20 days, I have not received a credit card nor any additional information in this credit card scam company. I have contacted this company several times in which I have been given the run-around when I ask to speak to the supervisor or manager as for as getting a refund of my application fee in the amount of $249.00.
