Bill increased by 1000%

My partner operates an elder-care house in Newark, CA. The water bill per month was previously $65 pr month. Under some pretext, water area transformed the water-meter. This month statement has become $650, a rise of 1000%. I'd prefer to understand what steps we are able to try protest concerning the rip-off. I understand the town is operating out-of resources however they cannot stoop for this type of ripoff.
