NCO Financial Systems bought my past due bill from Allegheny Power. They began harrassing me and finally agreed to allow me to pay $20.00 a month to pay off my bill. I began payments Apr. Of 2003 until Oct. Of 2003 when I stopped receiving a bill in the mail. They then began calling me and saying they were sending bills and past due notices to my old address.

I then argued with them and requested to receive a bill in the mail. They kept telling me they would send one. They then told me in Feb. Of 2004 that they do not send bills to people to collect a debt and would only give an address to send my payment to. I refused to do this, I wanted a bill for my records. They then told me they would settle the bill for $96.90, but I had to pay by credit card over the phone. I refused. Then a woman named Sharon called me and said that I could mail in my payment for the settlement amount. I had my father write a check (I don't have a checking account) and sent in my payment.

Two weeks later they begin calling and saying I have not yet paid. My father went to the bank and got a statement showing the check paid to NCO. I called and told them they cashed the check and need to leave me alone. They said they would 'make a note of it.' They are still calling me and I don't know what to do.
