Wanted to refinance home they took down payment of 1500dollars without doin any work

I apllied in november for home modification loan. Talked with residential relief gave them all of my information and applied for a home modification loan. They took the down payment of $1500.00 and continuously contacted them but could never reach them because their phones were disconnected, then i learned that they were involved in federal court.
