Force-placed insurance charged and money held in suspense

I've been charged numerous times for their so-called insurance after sending several copies of my own insurance company's declaration. According to one of their reps, when I inquired about monies that were held in suspense, "that is money that we don't know where to apply it to." I told the guy it was simple: apply it to the principal. To this day I still have monies in suspense. Come on, do something about these tyrants.
