Care Credit charges - Care Credit

Care Credit is not advertised as a Credit Card. We were told we could make payments with no finance charges. The monthly statement even shows no end date, just "promotional-until paid off".
Every payment has been made early, and I am still being charged late fees and finance charges. After the first fee/charge, I wrote a letter to GE Money Bank, and received a nice response. The fees/charges were credited back on my next statement, but then it was charged back again, and is being charged again every month. I have repeatedly called and written GE Money, and talked to the doctor's office where we got the account. Care Credit reps are rude and have hung on me. Most of them don't even speak clear, understandable English. I am continuing to make the requested payments (early) to document that I have followed their instructions and terms. I do not understand why I am being charged these fees, and I don't know what to do. My husband and I are both retired, on limited budgets. Can you help and/or advise? Thanks.
