Stole money, requested copy of ID and bank card, deceived me into believing I had a credit account

On 9.14.10 I applied for a credit card from Anacott Financial. They required a copy of my state issued ID card and a copy of my debit card which they used to debit my checking account $99. Oo. This fee was to be returned upon making my first payment for the credit card. I was approved for a $1700 credit line and was told, via email, I would receive my card within 7-14 business days. The card did not arrive during the timeframe they gave me and has to date, never been received. I called the business to inquire and found the number had been disconnected (which has since been reestablished). I contacted them via email and was told my account had been closed and I would receive my $99 refund within 5-7 business days. To date, I have received no refund whatsoever. I have since contacted Anacott Financial several times via email, as they no longer answer my calls (caller ID, I assume), to no avail (they do not respond). I researched them online and discovered many complaints of the same situations happening to numerous other victims. Besides the theft of my hard-earned money, I am extremely concerned with the vital identity information they received from me (debit card and ID card).
