Will not take no payments

I have an debt from 2007 and its currently with RCR and I have contacted them twice out the last couple of years to settle are start a payment plan and the said that they would not take my payment and the would not settle for the amount that I had and it will be past 4 yrs coming 2011 this debt will be old this is from an apartment I rented wit a roommate and the said I have to pay it all and the I will have to find the roommate and get my money from them but they have not contacted the roommate not one time about the debt. Also They told me the only payments I could do was 500 a month and if i don't have it go borrow it dumb ass if my credit was good why would I be talking to you about a payment plane. I know its there job to try and get the most out of the person. They also told me to be waiting on a call from there lawyers and the to harass some one is not against the law. Don't know what to do with this company fill out a report to the FTC about them. If any one knows anything that might help are were i can report them.
