NCL Financial harassment - possible rip off scam

I have received multiple phone calls from this company. I ignored them, until they started to become annoying (arriving as late as 10pm).inevitably it's a pre-recorded message telling me to call 1-800-221-8887.

It turns out they are looking for someone else who either lived at my addresss or used to have my phone number, in any case someone who I don't know. I have started calling them to try to stop the calls and explain that I am not the person they are trying to reach. I have spoken to 3 different people, but still I keep getting the recordings.

I'm beginning to think that this is a scam. If I reach a recording, the last letter of NC? Financial is garbled, and live people do not answer the phone with the name of the company. The recording also says that the mailbox is full which seems a strange condition for a credit collection company.
