A bank that owns the vehicle at my current residence won't repo the vehicle as agreed

I LaDonna Bruner, purchased a 2003 Saturn LW from a dealership known as Auto Dept of San Pablo California Feb. I test drove the vehicle around the area of the dealership. Appeared to be running fine. After 3 months of driving the car it had a loud roaring sound coming from the outside of the car. At the time of purchase the salesman assured me that if anything happened to the car, to bring it by and he'd have his on-site mechanic check out the car. The company "Auto Depot", gave me the run around. I ended up repairing the front wheel bearring cost $300.00. Within a matter of months the engine went. I went to a co-workers mechanic and had a new engine, waterpump, and timing belt installed. Then due to the negligence of that mechanic my electrical system went haywire.By April I decided to call the Westlake bank and volunteer repo of the car. They agreed to come get the car. I was threatened by their agent. She asked why did I have the car in my garage and that she would have the police come to the house while I was not present and remove the vehicle. I let her know of a recent car theft in the neighborhood and the fact that I didnt want to be liable for any theft damages so I parked the car in the garage for that reason, and upon arrival of a repo agent the car would be removed to the street, so that their agent would be able to pick up the car. I waited out side for the agent to get the car. Called the company back, asking where is the agent you said was in my area to pick up the car. Their response was "the agent is on your street now and does not see your car." I then said, I am standing outside of my residence, and I repeated my address to the person on the phone and still no one showed up to get the car. Now at this point I stopped making payments on the car because the company was telling me that an agent was coming to pick it up. So as of May 18 the vehicle is still at my residence. I received a settlement letter for amost half of what I owed towards the loan and I did not respond. It did not make any sense to receive a letter without them retrieveing their property. I called Westlake Financial to speak to someone in regards to this issue: Daniel Ramirez, my account manager, was very rude to me, he twisted up my words, he told me point blank "that they are not in the repo businness and that they are not going to repo the car". After I explained to him some of the issues, and what his agents had agreed to with me, he still would not work with me. He basically said I'm stuck with it. I don't agree with this companies business tactics. It is very unprofessional. I need some justice in this situation.
