Drew Offers a credit increase on your credit card, then charges your credit card

The individual (goes by Drew) said he can increase the credit line on our credit card (a Capital One card to be specific). Once we gave him our credit card info, he drained the balance on our card. We had very little on the card which is why we risked it, and were able to dispute the charge without it going through. He had a referral call us (Angie or Alyssa) that said this process worked for her. He says he provides this service if we'll write a letter to his employer saying what a great job he did for us. He said he worked for Equifax.
