Cannot Pay off the Card - mastercard

Been trying to pay off an account since MAY. We called and got a payoff amount on May 25 and made a payment in that amount on that date.in July got a collections letter for late payment of $12.20. After a lengthy conversation with customer service, and an account manager on 8-6, the $12.20 was removed from the account and I was told the account had a zero balance and was indeed closed. Today I noticed a $1.50 "Minimum Interest Charge" on the account. I know if I pay the $1.50 this month I will have a $1.50 charge next month. My next step is to talk to law enforcement reference fraud, and possible see if there are a bunch of people in this same situation with CHASE reference starting a class action law suit.
