Cannot get a buyout letter from 2002

Dropped the purchase notice on the rented vehicle I bought following the rent. Pursuit wont give me a purchase notice saying I settled Mich Income tax, therefore Mich wont provide me a name until pursuit provides me a buyour notice or I spend 6% income tax on the vehicle that I currently peid income tax to Chase Car.

I believe that pursuit did't actually spend the income tax about the mortgage and since it was such a long time before they do not and wont spend it today.

They keep giving me to thier study division, that will be only a cll ceneter in India.
