Discrimination & TORMENT DENIED POLICY VALUE since MOMS DEATH in 2004

Mom took out 2 life insurance policies in 1995 for my sons, from (AIG) American General Life and Accident Insurance Company. Mom died in 2004. We contacted American General Life and Accident Insurance Company for a CHANGE of OWNERSHIP Form FOR EACH policy AND REQUESTED THE CASH VALUE PAYMENT. One policy was processed quickly & my son received his cash value fast. The other paperwork got lost somehow and we have been calling repeatedly to get this complete but never receive anything but torment & lies.in dec. 2009 we finally received a form claiming to be the change of ownership form. We had a NOTERIZED PAPER ATTATCHED for extra documentation. I called before mailing to be certain everything was filled out correct. A rep ANNA was rude and said I had the WORNG PAPER AND THEY WOULDN"T DO ANYTHING WITH THIS PAPER. I WAS in TEARS with her harsh sarcastic rudeness. I asked for a supervisor & she put me on hold with loud AWFUL MUSIC TO TORTURE MY WAIT & I HUNG UP AFTER 15 minutes & a excruciating headache. Called back asking for a supervisor and Vincent transferred me within 1 min to Edward. Edward again promised to send the correct papers... Just like all the others have for the past (5) five pluss years. Edward wouldn't help me with where to file a Formal COMPLAINT other then to tell me to send it to his office. The other supervisors treated me and my son this same way & all promised it would be expedited for immediate correction. This discrimination has been ongoing since 2005... Tormenting us over & over with the heartbreak of loosing mom & how they are DISRSPECTING MOMS WISHES & LOOSING THIS Policy's CASH VALUE AMOUNT THROUGH ALL THESE YEARS WE"VE BEEN DENIED FORMS TO PROCESS THIS. I dont know what to do after 5 years of this torment. Thank you
