Charged twice for the same over the limit fee

My partner went over his borrowing limit and was billed $39 within the restriction charge not a problem. Their payment is $12 and we settled $100 bucks about the deadline and he still got another within the control charge. While asking Juniper, I had been informed since he did not obtain the consideration underneath the borrowing limit within 20 times was why he obtained the 2nd charge of $39. I thought because he had been billed one-fee, we'd delay and simply spend the cost about the deadline also it could be ok.incorrect! Today due to the over-limit charge the consideration has ended the restriction 19 cents ain't that the blip. This really is insane!!! I want some guidance.
