4 years to build now they want interest on final payment

I pre bought with BVG, supposedly a very repetiable Mexican company, but now I hear since we did not pay the final payment they want interest on the final $150,000 ($70,000) or they will just take back the condo. We all have gone through hard economic times during this economic down turn. I gave them $150,000 with anticipation of completion in rather they did not even start construction until this time. How could they want interest when they held my money for a year and a half without any work?
