Why is pmt on 9/8 not allowed 4 bill bue 9/28?

Lender critisized me and haassled me telling me i'm incorrect to make a fee about the 8th while it was due on 28th. I settled multiple quantity however they state since i have didnt pay promptly (meaning in time they needed that was in the 9th til 5 or 6pm on 28th subsequently i'd be punished charged overdue and over limit fee plus need to pay a minute pmt the next month of an additional $460 greater than regular despite the fact that again i settled multiple minute pmt 20 times b4 that bill was due. However they claim the cant take pmt till atleast 12 times elapse in the date the last statement was due. Im prohibited to pay my bill for your first 12 days in the billing interval, i've to attend and pay at lastminute so as to not get charged a late fee and over limit fee that any attention / penalties for paying promptly would get me.
