Will not let me fix credit info without charging me to get a copy of my report

I acquired refused for credit I never required. I attempted to obtain a backup of my credit from Equifax plus they wouldn't provide me a duplicate as permitted legally. I can't actually disput or repair my credit without spending them to get a backup first. I believe they're simply giving out phony refusal statements to obtain individuals to purchase their item. That is incorrect. They're being a huge fraud.
