They say I have won

I acquired two emails declaring that I've gained in a lottery in the UK. I've not joined such lottery. To get my resources, they declare I have to pay-ups 250 pounds. Which is the same as 355.22 US dollars. I believe it's a fraud. I'd like your ideas with this, if it's a fraud, please allow me to understand who I will forward this to.
