Similar story to most about this company's Credit Cards. Capital One has TWO (2) separate banks each regulated by a different agency one Capital One BANK is regulated by the Federal Reserve Board. The second Capital One F.S.B. is regulated by the Office of Thrift Supervision.
The information needed to file a complaint can be obtained at the regulating agencies web site. One complaint may not get their immediate attention several to dozens will.
Remember to be rational, and explain in detail how you were wronged. No profanity and the use polite terms gets far more cooperation.
File your complaints with the Federal Trade Commission as well. Remember that a flood and/or steady stream will get results.
